On house shows, Bivens has been paired with different NXT wrestlers who could benefit from having a mouthpiece to help them connect with fans.
Although he has not appeared on NXT television, Bivens has done a great job in promoting himself on social media. The fact that he has not shown up on NXT television can be a benefit.
There are loads of talented wrestlers everywhere within WWE who could benefit from having a mouthpiece that can engage the crowd with whatever they are saying.
Bivens can appear in the crowd on any episode of RAW and state that his intention is to scout talent to manage in the future. He does not have to sign any talent, but a simple interaction between him and a talent like, say, Humberto Carrillo gives Bivens credibility.
When the time comes for Bivens to appear on NXT television, the groundwork for what he brings as a manager will already have been laid by appearing on RAW. Then, fans will be conditioned to know that whoever Bivens is managing will be a major player
