Despite the fact that Ziggler is one of the, if not the best entertainer on the WWE main roster, he is considered a mid-card lifer.
After a concussion thwarted his main even run a few years ago, WWE has refrained from moving Ziggler out of his mid-card status. Furthermore, WWE has refrained from giving Ziggler any sort of title run.

At the 2014 Tables, Ladders, Chairs…and Stairs pay-per view event, Ziggler defeated Luke Harper to win the WWE Intercontinental Championship.
Ziggler’s run with the title ended prematurely as he lost the title during a Monday Night Raw broadcast in January to Bad News Barrett. With the exception of the Diva’s title, there is hardly ever a title change on a non-pay-per view broadcast. The reasoning behind Ziggler dropping the title to Barrett is because WWE was upset with the fact that Ziggler booked comedy dates separate of the company.
Compare that John Cena’s current run as United States champion. Cena is never going to drop the title during one of his “open challenges” on Monday Night Raw, even if he books an event separate of WWE.
There is a double standard within the WWE and that is why the outspoken Ziggler never is the recipient of any kind of push from the company.
