He might not be the greatest of all-time, but he is definitely the greatest of the modern era.
Even though the titles are fictional, the amount of time Cena has spent as champion does illustrate his commitment to the WWE. Many who have been in the same position as Cena have eventually opted to leave (the Rock/Hogan), or have ended up with career shortening injuries (Austin). Cena has stayed healthy and stayed on the road longer than any.
While the era that Cena has competed in prevents his title reigns from being comparative to pre-monthly PPV legends such as Bruno Sammartino or Bob Backlund, when compared to others of his day, John Cena is clearly the best (in storyline).

Of course, Cena’s many title reigns contain the footnote that TV and PPV audiences would always boo him despite his being booked as a babyface. But whether fans love him or hate him, he is the greatest of his time.
