4. Ember Moon (last week: 5)

She may not be in the title picture at the moment, but Ember Moon is the only superstar in the Raw women’s division who is in the position she is solely based on in-ring performance. Since her debut after WrestleMania, Ember has had little opportunity to impress with mic skills. Her character is kind of vague — War Goddess? Is that code for werewolf? — but in the ring, she’s been solid as a rock.

For someone who may have the best finisher in all of wrestling with the Eclipse, Ember’s victory over Liv Morgan via bridging jackknife pin was a nice change of pace. It opens up new doors for how her matches may progress in the future, too. Ember is proving she can beat you from anywhere, at any time.

3. Dolph Ziggler (last week: 1)

Really, the only reason Ziggler isn’t still at number one this week is that he didn’t have a match. I find it hard to justify the top ranked superstar being a cheerleader at ringside instead of someone who fought tooth and nail in the ring. But the reigning Intercontinental Champion is still in a pretty good spot heading into an Iron Man Match against Seth Rollins at Extreme Rules.

The Show Off has revitalized his career since joining WWE Raw in the Superstar Shake-Up. His alliance with Drew McIntyre is also paying dividends, as evidenced by his IC Title victory. And if you don’t think Rollins and Ziggler are going to tear the house down at Extreme Rules, you may want to rethink that.
