KUSHIDA

The first choice will be one of many on this list to come from NXT, and this may be the most accomplished junior heavyweight (or cruiserweight) WWE has ever had. While he’s yet to capture gold in WWE, KUSHIDA is a 6-time IWGP Jr Heavyweight Champion, 2-time IWGP Jr Heavyweight Tag Team Champion, Super J-Cup Winner, Super Jr Tag Tournament Winner, and 2-time winner of NJPW’s Best of Super Juniors.

Oh, and don’t forget KUSHIDA’s 6-0-2 undefeated MMA record. While he’s yet to break through the pack on NXT or 205 Live, this is exactly the environment that could showcase the skill of KUSHIDA. He’s not just an accomplished high-flyer, but KUSHIDA may be one of the most dangerous technical submission specialists in the company, and he’d be a definite threat in Raw Underground.

Mercedes Martinez

On a different note, there’s the 20-year veteran Mercedes Martinez who has recently started to make her presence felt on NXT as part of the Robert Stone Brand. Martinez has made it clear she’s  not interested in anything other than fighting, and Raw Underground certainly is that kind of place.

As great as it has been to see Martinez on NXT, she is more than ready to be a mainstay on Raw or SmackDown. The 39-year-old has the grit and skill to succeed in the Raw Underground environment, and it’d be a hell of a way to introduce her to the main roster.
