3. Mr. Perfect
One of the most skilled and beloved wrestlers to never win a World Title is also one of the best WWE Intercontinental Champions ever. A technician whose ability in the ring all but justified their name, Mr. Perfect managed to make everyone look better than they were.
More relevant to this conversation, however, is that Mr. Perfect dominated the WWE Intercontinental Title picture for well over a year.
Between April 23, 1990 and August 26, 1991, Perfect held the Intercontinental Championship for 404 of a possible 488 days. Those two iconic reigns were interrupted and ended by two legendary oponents: The Texas Tornado (Kerry Von Erich) and Bret Hart.
The match with Hart is heralded by many as one of the definitive Intercontinental Championship matches in WWE history: Bret Hart vs. Mr. Perfect at SummerSlam 1991.
Mr. Perfect also had incredible title bouts against fellow trailblazers such as Roddy Piper, Shawn Michaels, and Tito Santana. With Bobby Heenan by his side, he made the Intercontinental Championship must-see television for both in-ring and character reasons.
The epitome of a workhorse, the definition of a master tactician, and the personification of perfection, Mr. Perfect is one of the pivotal figures in the history of the Intercontinental Championship.
