10. Roman Reigns (last week: 10)

Look, no matter where I rank Roman Reigns, there’s going to be someone somewhere who thinks he’s too high or too low. Top 5? 18? That’s how polarizing a figure he is. No matter what story he’s a part of (including this really weird under appreciated underdog thing he’s in now), the fans aren’t even giving him a chance to win them over.

Here’s the facts, though. Reigns is easily an above average superstar. Divorce him from the crowd reaction, and he’s completely solid on a regular basis. Even though some of his matches are laid out in an over contrived manner, just to make him look strong, he does great work. Keeping him out of the MITB match is a good call; thinking he’ll get cheered against Jinder Mahal isn’t as good.

9. Ember Moon (last week: unranked)

Two weeks ago in our inaugural Raw power rankings, I had Ember Moon in the top ten — number 10, to be exact. She had just completed a solid first few weeks on Raw, putting on good match after good match. Then, she inexplicably wasn’t on the show. Not having a match at Backlash obviously contributed to her absence, but so early in a career (in WWE) you need consistency.

But this week, she qualified for the Money in the Bank ladder match in an easy choice for match of the night. Going over Sasha Banks and Ruby Riott — and killing in the ring along the way — is a surefire way to get back into the rankings. And high up, too, because the match was awesome. A double Eclipse? Yes, please.
